
Study on Lessons Learned from Establishing the Environmental Cooperation Programme - Programme Monitoring

The study conducted through interviews of stakeholders and a workshop, is a compilation and description of
lessons learned from establishing the ECP PMS Monitoring system and how the ECP monitoring system is
internalised into the relevant institutions. The study covered five thematic components towards achieve
sustainable development goal, i.e. Environmental Planning & Strategy, Renewable Energy and Energy Efficiency,
Environmentally Hazardous Substances, Solid Waste Management and Biodiversity Components.
Joint Study on Effective Technical Cooperation for Capacity Development: Malaysia Country Case Study on
South-South Cooperation (March 2008)
The country case study analysed the effectiveness and constraints of the Malaysian Technical Cooperation
Programme with respect to South-South Cooperation.
Ex-Post Evaluation Studies on JICA-funded Projects in Malaysia (2004, 2007, 2008)
The evaluations for JICA Malaysia Office were to verify the impact and sustainability observed three years after
the completion of the projects. The results of the studies are used for better-informed decision-making based on
the lessons learned and the promotion of greater accountability.
Post Evaluation on JBIC-financed Projects in Malaysia (2006; 2004)
The evaluations entailed a series of beneficiary surveys to determine the effectiveness and impact of each
JBIC-financed Project from the viewpoint of users of the Project outputs and of Project beneficiaries. Findings of
the surveys provide complementary evidence to evaluate each Project, together with other information from the
executing agency and other Project-related agencies, and provide lessons and recommendations for future JBIC
projects. The projects are: (a) Credit provision for small-medium enterprises development; (b) Port Klang Thermal
Power Station Project; and (c) Higher Education Loan Fund Project (HELP 1).
Study on Improving the Delivery System and Change Management of Skills Training Institutes in Malaysia (2004/05)
This study for the Economic Planning Unit entailed an assessment of the operations and effectiveness of three
selected vocational training institutes. The study was conducted through field surveys, interviews and workshops
with the stakeholders.
Post Evaluation on JBIC-Financed Projects in Malaysia (2004)

Thematic Evaluation Study on the Third Country Training Program in Malaysia (2002)
The main objective of the study was to propose recommendations for future implementation, based on the results
of an evaluation of the overall performance and trend of the overseas training programs conducted under the
Third Country Training Program in Malaysia, from year 1983 to 2001. It also entailed analysing and evaluating the
effects of the programs to Malaysian implementing agencies, the recipient countries’ sending agencies and
participants. The study also assisted in identification of the needs and possibilities of future programs especially for
Cambodia, Laos, Myanmar and Vietnam countries.
